Update BUILD_DATE format to include seconds

Browse source 
* Comply with all standards (RFC 3339, ISO 8601, and HTML).
* Reduce ambiguity.
* Ensure a fully compliant `org.opencontainers.image.created`. (fix artifacthub error)
